Fund raiser to find Silah children

Two young Westchester/PdR kids and their cousin were abducted by their fathers and to date, have not been found. The District Attorney has issued arrest warrents for the both men. In addition the City Council at the urging of Bill Rosendahl, voted to issue a $25,000 reward for information that leads to the return of the boys.

The big concern is our fear the men are trying to spirit the boys out of the country if they haven’t already. A fundraiser has been started to raise money for private help specializing in retrieving kids outside of the country.

To help fund Operation Silah, Wristbands are being distributed for a donation of $20 and $10 for each additional wristband.  A table will be set up outside of Little Vons in Kentwood this coming Sunday, Aug 31st at around noon time. They will also be available at Westchester Lutheran Church after the Sunday morning service.

How to deal with burglaries in W/PdR

Given the recent rash of burglaries here, Cyndi Hench writes:

The Public Safety Committee of your Neighborhood Council of Westchester/Playa would like to invite you to a community meeting on Tuesday, September 23. We have had this meeting on the calendar for several months and the topic has turned out to be quite relevant at this time. Our speaker will be Detective Rich Householder, the head of the Burglary detectives for our LAPD Pacific Division, and he will be joined by our Senior Lead Officers Tony Ramos and Ruben Garcia. The topic is Residential Burglaries.

The location will be announced, but will likely be either the Seniors Center at Westchester Park, or the Community Room at the Councilman’s office. I will follow up shortly with that information.

The time will be 7pm. Please mark your calendar for September 23.

Followup: CBS local news had a piece on the recent burglary that we posted earlier. You can find video here.

Westchester High School’s Anita Barner is gone!

Great news has come out of Westchester High School. Principal Anita Barner has left the school and there will be an interim principal assigned to the school in the meantime. This will allow a new transition team under the new LMU/iDivision to develop a new job description and search for a new principal.

Since 1999, Westchester High Schools Academic Performance Index (API ) statewide ranking fell from a below average 4 to a 1 making it one of the worst in the state. Under the API system, schools can score as high as a 10 or as low as a 1. Other South Bay high schools perform significantly better such as El Segundo High School with a statewide ranking of 9 and Manhattan Beach’s Mira Costa High School with a 10.

I received news that our former principal Anita Barner is headed for Van Nuys Middle School. Stakeholders at Van Nuys have asked about her performance at the school. If any teachers and parents at WHS have any experiances that you would like to share on Barner’s tenure at WHS, feel free to comment.

Westchester’s fall from grace began under previous administrations. When principal Dana Perryman left in 2004, the schools state ranking fell to a 3. Under Barner’s administration the state ranking dropped all the way to 1, the bottom 10% of the states public high schools.

Boys at Westchester High School have been dropping out in increasingly greater numbers under both administrations.

During Perryman’s tenure, the male dropout rate rose from 40% to 55% and hovered there through 2003. In Perryman’s final year, the figure then jumped to 66.9% for the Class of 2004. Vice principal Anita Barner was named Perryman’s successor and under Barner’s administration, the male dropout rate remained 68% through 2006.

Two other vice-principals left earlier in the year.

Playa del Rey home burglary

Keep your eyes open folks and call 911 if you see anything that looks like a break-in.

Here are pictures of what is being described around the community as a home burglary in Playa del Rey yesterday afternoon. The suspects and their car are clearly recognizable. If you recognize these people or have information contact LAPD detectives at 310-482-6313.

Given the number of visits to our web site over the last few days as well as other well known LA blogs (http://la.metblogs.com/ , http://mayorsam.blogspot.com) , this is probably the most familiar car in all of Playa del Rey if not Los Angeles!  A white four door Nissan Maxima with a spoiler over the trunk. Keep your eye out for it and the perps in the following pictures.

The robbery occured on the 7900 block of 81st St.   More pictures behind the fold….

City officials misuse police and health department assets?

There was an article posted on Mayor Sam’s blog that if true is really quite disgusting. The article states that city officials used police, health and sanitation department assets to harass a dad and mom trying to get signatures to change a poorly worded police order.

The parents I’m writing about are Jamiel Shaws Jr. parents.

Jamiel Shaw Jr. was the young man who’s life was cut short by the bullet of a  gang member who was in this country illegally.  Jamiel was killed while his mom was serving in Iraq.

I’ve been following this case for some time and a little over a month ago I had a chance to meet Mr. Shaw. There is no way that I could ever feel the loss and pain that this couple are going through. Needless to say, I jumped at the opportunity to sign his petition.  One dad to another. Both with an 18 year plan.

The Shaw’s have been are trying to get enough signatures to place on the ballot a measure called Jamiels Law.  Jamiel’s Law is a measure to change Special Order 40 (pdf) which now forbids officers from asking gang members their immigration status. Some of the most dangerous criminals in Los Angeles are gang members and many are here illegally.  Deportation would be a great tool to get rid of them.

Apparently this weekend city officials had used the LAPD, the Health Department and the Sanitation Department to harass this couple and keep them from obtaining enough signatures. (editors note: www.ronkayela.com reports that the police performing the operation were the city’s General Services police, not LAPD although the latter were there as seen in the pictures. Probably there to provide backup support)

According to the article, LAPD was sent down to break up his effort to get signatures.

Suddenly, the park was surrounded with Los Angeles Police Officers. Some in plain clothes and some in uniform. At least 7 or 8 black and white cars and a couple of police vans, if not more. They started with our family. Asking for identification and asking for our social security numbers. We showed our identification, but we refused to give our social security numbers to the Police Officer. The officer was not happy with this and said, “You know, I could give you a ticket for blocking the sidewalk”.

We did have a table up against a fence, with plenty of room to walk. We told the officers, “We’re here to get signatures to put Jamiel’s Law on the March 3, 2009 ballot. We’ll move our table to the inside of the fence”. He said we couldn’t do that. His words were, “you can’t get signatures in a public park”. So we said, “we’ll talk to people as they walk by”. According to the same officer, “You can only get signatures going door to door”!

One of the officers refused to give us his business card. However, another officer did hand us his card and he told us, “Many officers do support what you all are doing, but this is very political. ‘They’, are trying to shut you guys down. I hope you get the signatures you need”. A third officer told us this raid was planned a week ago. He said, “We’re just following orders, it’s not us”.

While closing them down, a Health Department official walked up to them and stated that they cannot give away water, soda and chips without a permit. We had about 4, 6 packs of water and sodas and small bags of chips. They told us, “load it up”. Then the trash truck shows up ready to haul everything away.

I’m really quite disgusted but not surprised that city officials would use our LAPD police, our Health Department and our Sanitation Department to shut down a simple effort to collect signatures.

Side note: At our July 4th community picnic I was working in our neighborhood council booth registering stakeholders, passing out peanuts and water. I don’t think we had a Health Department permit to do that. I wonder now if our activity was illegal?

City officials, especially the mayors office probably see Jamiels Law as a double barrel threat. Not only does it threaten Special Order 40, it was also written by Walter Moore. A former Westchester resident who is now running for mayor  against Villaraigosa.
